Skills Required: The Chief Administrative Officer is responsible to the Mayor and Council for the effective management of the municipality, the position incorporates the statutory duties and responsibilities of both the Chief Financial Officer and the Chief Corporate Officer requiring a high level of knowledge and proficiency in both realms. In addition, a practical knowledge of and/or experience in municipal planning, public works, and economic development would also be an asset. This is a hands-on working position and along with managing the municipality, the incumbent will also be responsible for performing many of the day-to-day financial and corporate operations of the District. The ideal candidate will have a relevant combination of experience and education preferably with a degree or certification in Public Administration or a related discipline and at least four years progressive experience working in a B.C. municipality at a management level in a corporate, financial or administrative position. You will be creative and routinely think “outside the box”. You will be the type of person who places value on tangible results and enjoys the challenges and rewards of living in a small community.
Duties / Responsibilities: PRIMARY RESPONSIBILITIES 1. Implement the direction, policies and objectives of the District Council. 2. Provide legal, technical and practical advice and guidance to Council as required. 3. Manage the District’s annual Strategic Planning process. Provide practical and technical advice as well as strategic long term vision to assist Council in the development of their short and long term goals and objectives for the community. 4. Manage and supervise the municipal staff and District operations. 5. Prepare the District’s Annual Budget, Tax Bylaw and Five Year Financial Plan. 6. Manage and ensure financial operational and capital compliance with the objectives of the annual Budget and Financial Plan. 7. Manage the physical infrastructure and financial assets of the municipality. 8. Pursue such matters as Council may deem to be in the interest of the municipality to pursue. Secondary position responsibilities: 1. Financial • Calculate the annual tax and utility rates in accordance with Council’s direction. Setup the financial software (Vadim) for the current year tax process and adjust rates, folio information, ownership and other changes as required. Produce the annual tax notices and perform the function of the Tax Collector. Administer the HOG program and ensure the proper distribution of tax funds collected on behalf of other governments and authorities. • Conduct payroll. Administer employee accounts and update information on the financial software (Vadim) as required. Perform the payroll operations and ensure that the associated tax and pension plan remittances are paid. • Complete Accounts Payable. Administer supplier accounts and pay bills using the financial software (Vadim). • Complete Cash Receipting. Administer revenues and deposits using the financial software (Vadim). Perform bank reconciliation as required. • Complete or ensure that all Financial Reporting is performed. This includes the annual LGED, HOG, Tax and other financial reporting to the Province and Tax reporting to the Federal Government. • Administer and claim the GST, Carbon Tax, and similar rebates. • Manage the annual audit process. 2. Corporate • Provide advice, direction and guidance to the Mayor and Council in all municipal matters as required. • Ensure Staff and Council compliance with all relevant Provincial and Federal Legislation. • Ensure Council meetings are undertaken in conformance with current legislation. • Prepare or ensure the preparation of all Reports, Bylaws and Bylaw Amendments required for Council’s deliberations and the function of the District. • Ensure the security of municipal records and assets. • Manage municipal operational and capital contracts. • Negotiate agreements and contracts with other government and non-government entities. • At the discretion of Council, assume the responsibilities and authority of the Chief Electoral Officer. 3. Human Resource • Hire, manage and terminate municipal staff and seasonal workers as required including associated changes to the payroll system (Vadim) and necessary paperwork. • Prepare and administer staff employment contracts and negotiate terms and salaries. • Administer medical and benefit plans. • Administer the Municipal Pension Plan. 4. Other • Perform the function of project manager for minor and major capital projects. • Assess and process land development and zoning proposals. • Prepare technical or complex grant applications. • Execute the duties of the municipal Approving Officer. • Undertake Bylaw Enforcement as needed. • Undertake basic Building Inspection as needed. Duties / Responsibilities: At the direction of the Board of Directors, the Project Manager: • Supports the development and implementation of structures, processes and programs that support the GR Baker Medical Staff Association to prepare to meet their funding criteria as per the Memorandum of Understanding: Regional and Local Engagement. • Assists with the preparation and implementation of governance, operational structures and processes in alignment with the provincial Facility Engagement Initiative, as appropriate. • Provides direct support to the GR Baker Medical Staff Association in developing effective engagement processes and lines of communication among the medical staff of GR Baker. • Coordinates and schedules meetings of the GR Baker Medical Staff Association, and meetings between the GR Baker Medical Staff (or its representatives) and the Health Authority. • Provides administrative and corporate governance support for meetings of the Association and meetings of directors, including preparation of meeting packages, agendas, briefing and discussion documents, minute-taking for meetings, and arrangements for meeting logistics (food order/room bookings). • Coordinates submitted projects/initiatives; analyzes data; researches and advises on complex issues. • Tracks and prepares reports on the major areas of activity and project progress relating to physician engagement. • Maintains of records for financial reporting analysis, as required. • Facilitates the administration of contracts and agreements with local structures and other resources as required. • Attends GR Baker Medical Staff meetings, meetings with Health Authority Representatives, and GR Baker Medical Staff events. • Communications with and among the members, directors and others, as required to follow up on action items and develop strategies to address issues; • Liaises with the GR Baker Facility Engagement Lead on matters related to the operations, projects and programs of the GR Baker, as appropriate. • Annual contract with a 4 week notice period
